well, for starters, try coming up with your own characters. fan art is wide on newgrounds, but most of it is made up of vg fan art. yes, backgrounds would be nice. try a test thing, like some character you made up, or a weapon even.
THE RULES SAY DONT ASK ANYONE TO GET SCOUTED.

I just checked it out, while the form and basic shape is fine enough, start adding shading and backgrounds. Oh, and the minimum amount of art an artist needs to be scouted is 4 quality pieces of art work, so get workin! Good luck!
